Built a classification loop with Jev via the OpenRouter Decisions API, keeping Astra as auditor if line-item accuracy closes the gap.

This was a first-day model. If line-item accuracy closes the remaining gap over the next few releases, Jev replaces the LLM in this classification loop and Astra stays on as the auditor. Built with @OpenRouter Decisions API using ~@typesafeai/jev-latest.
